[Linganth] Organizations/projects working on "minority language" legal support?

Dear all,

A colleague is looking to connect a friend working in the nonprofit sector
with organizations/projects/people aimed at supporting speakers of
"minority languages" in official proceedings. In the sometimes reductionist
mapping of country, dominant language, and an individual's proficiency in
the dominant language, there are times when, for example, someone from a
Spanish-dominant country may be assumed to have a high enough proficiency
level in Spanish to be a competent participant in legal proceedings in the
U.S., and is therefore assigned a Spanish-language interpreter. However,
there are cases where a person from a Spanish-dominant country is in fact
proficient in another language (for example, Quechua) and not so proficient
in Spanish.

My colleague is looking for organizations/projects/people who are working
to address this gap between assumed linguistic proficiency and language
support services in official proceedings.
