Description:
The tasks outlined in this statement of work are for software
development in support of a number of projects within a US Government
Intelligence Agency. This office is responsible for researching new
methods and techniques to extract information from a variety of data
sources, including speech, image, and text. As a research
organization, the primary focus is on creating, developing, and
evaluating new methods and techniques to improve the automated
extraction of information from data. The prime tasks for this effort
include:
1) Development of new algorithms based on input and guidance from
government researchers, in the general areas of information
extraction, data mining, information retrieval, automatic question
answering, and natural language processing techniques.
2) Integration of new or existing algorithms into a variety of
processing platforms, including autonomous systems.
3) Evaluation and testing of algorithms and software packages.
4) Development of enhancements to existing algorithms and software
packages.
5) Development of web-based graphical user interfaces to assist with
algorithm development and evaluation.
6) Development of databases to support the algorithm development and
evaluation.
7) Provide status briefings, technical papers or reports, and
demonstrations as required.
Principal Software Engineer - This individual must have demonstrated
at least 10 years of experience in software analysis and design,
including at least 5 years of SIGINT experience. The Principal
Software Engineer must also have at least 4 years of experience
developing graphical user interface software; at least 4 years of
experience with database design, database development, and/or systems
integration using databases; at least 5 years of experience with JAVA,
C++, and/or Perl; at least 2 years of experience with information
retrieval on unstructured data using natural-language queries; and at
least 2 years experience building automatic question-answering systems
on unstructured data using natural-language questions. Additionally,
the individual must have at least 4 months experience (or training) in
3 of the following 7 areas: operating systems, computer theory,
compiler design, artificial intelligence, computer algorithms, linear
algebra, and numerical analysis.
Senior Software Engineer - This individual must have demonstrated at
least 10 years of experience in software analysis and design,
including at least 5 years of SIGINT experience. The Senior Software
Engineer must also have at least 3 years of experience with JAVA or
C++; at least 2 years of experience with information retrieval or
automatic question- answering on unstructured data using
natural-language queries; at least 2 years experience with ontologies
(other than wordnets and dictionaries); at least 2 years experience
with knowledge representation; and at least 2 years of experience with
natural language processing. Additionally, the individual must have
at least 4 months experience (or training) in 4 of the following 8
areas: operating systems, computer theory, compiler design, artificial
intelligence, database theory/ design, computer algorithms, linear
algebra, and numerical analysis.
