Dear LINGUISTlist,

I wonder if you have any information as to whether braille can be
recognized as a language that can fulfill the second language requirement.
I am trying to help a blind student who intends to petition the University
of Minnesota so she can be allowed to use braille to fulfill the above
requirement. It's true that braille is mostly a writing system, yet ASL is
recognized as a language (and it's at least in part based on writing). I've
had trouble finding information on this issue. Can you help, either
directly, or through a posting?
