Subject: Webinar 6 November, 16:00 - 17:00 CET: Language-in-Education Policies in Ghana: Identifying the Gaps
The presentation is based on the 2025 article (Agyemang and Ansah,
2025) that traced the history of language-in-education policies in
Ghana and investigated their critical shortcomings. Despite the
numerous policy experiments, Ghana’s language-in-education policies,
in the face of complex linguistic diversity, have failed to produce
the desired educational outcomes. While previous studies have focused
on sociolinguistic and implementational challenges, this presentation
focuses on the challenges associated with/inherent in the nature and
structure of the policy statements themselves. We analyze about 13
such policy statements from 1852-present. The study identifies
critical gaps in these policies, (e.g., the absence of an independent
governing body that is solely dedicated to language policy; imprecise
policy language such as unclear timelines and undefined instructional
terms; lack of granular implementation modalities such as teacher
training guidelines for local languages) and make strategic
recommendations.
