It really does mean "you('ll) be permitted/get a chance to smoke". The
same construction is used with intransitive verbs, with which the idea
of "you('ll) get something to X" wouldn't really have any meaning.

"Saat istua" -> "You('ll) get to sit"
"Saat nukkua rauhassa" -> "You('ll) get to sleep in peace"
