John,
Well, the London "fice" would be of the same origin as "face", and
therefore
can be considered the same word pronounced with a London accent. Scots
"fisog" is of quite different origin.
All that said, having different register is merely one indicator of a
language as opposed to a dialect, and of course linguistically any
language
vs. dialect debate is liable to rage without hope of a really
satisfactory
answer.
