Dear Lowlanders,
According to the latest issue of _contact bulletin_ (published by The
European Bureau of Lesser Used Languages),* the following (EU?) "member
states" have so far signed the European Charter for Regional and
Minority Languages:
Austria, Azerbaijan, Croatia, Cyprus, Czech Republic, Denmark,
Finland, France, Germany, Hungary, Iceland, Italy, Liechtenstein,
Luxembourg, Malta, Netherlands, Norway, Romania, Russia, Slovakia,
Slovenia, Spain, Sweden, Switzerland, FYR of Macedonia, United
Kingdom, Ukraine
The following (EU?) member states have so far ratified the European
Charter for Regional and Minority Languages:**
Armenia, Austria, Croatia, Denmark, Finland, Germany, Hungary,
Liechtenstein, Netherlands, Norway, Slovakia, Slovenia, Spain,
Sweden, Switzerland, United Kingdom
(Note the conspicuous absence from both lists of Belgium, and, outside
the Lowlands area, of Poland, Portugal and Greece)
* If you are interested in the EBLUL bulletin and wish to know when a
new online version is published, you can ask to be added to an email
list, and for 1 Euro per issue, you can also request a biannual
paper copy (which I understand is more detailed).

** "Signing the Charter, or any such convention, implies agreement
with the principles contained therein and should lead to its
ultimate ratification" (_contact bulletin_, June 2002)
Regards,
Reinhard/Ron
