Subject: LibICU info - Common XML Locale Repository
Apparently many have started to use linicu for dealing with locale
specific info when programming. It is being used more and more in Linux
applications, but also in Java application and in such major
applications as OpenOffice.

Unfortunately it doesnt support Scots, Low Saxon and other of our
beloved languages. We might help our languages a lot by making sure that
the future programs can access locale info for our languages.

Specification: - the exact format to create a locale. Maybe it is
enought to supply info and not exactly create the locale. It might also
be possible to inheriage info from another locale.

we can contribute so that it will be easier using our languages with
