It is not likely, I guess. It is not very likely, that such dialectal
forms are used in surnames. This is most times only the case, if the
people are not aware of the origin of the dialectal form any more. You
can search for the distribution of German surnames here:
<http://christoph.stoepel.net/geogen/v3/>, Belgian ones here:
<http://www.familienaam.be/> and Dutch ones here:
<http://www.familienaam.nl/>. In Belgium and the Netherlands there are
no Zauters at all, in Germany there are 41 persons with this name. But
they are scattered in the whole country and there is no distribution
center. Perhaps the distribution center was in the old Eastern areas and
Zauters got spread due to the expulsion? (There are few Zauters in
Poland too, some 14 people in the Bromberg area.)

If you are searching for the original meaning of the name, perhaps the
entry "Zaute" in Grimms' dictionary is useful:

'Zaute' was the duct of a watering can in earlier times. So perhaps
Zauter did mean duct-maker?

Or perhaps it is just an odd spelling variant of common southern German
Sauter/Suter/Sutter, coming from Latin 'sutor' and meaning shoemaker?
