Mark,
The law introducing the citizenship subject was passed in congress by the
Socialist party and its allies. The Partido Popular opposed the introduction
of the subject from the very beginning. They believe it goes against their
(=catholic) values and there've been many issues with the implementation of
the subject nationwide. For starters, there were massive demonstrations
organized by the Partido Popular and the church. In some 'Comunidades
autónomas' (pretty much like the Bundesländer) where the Partido Popular
governs it hasn't been implemented at all. And in Valencia they chose to
give it in English, but without enough teachers knowledgeable in both
subjects. So they came up with this briliant idea of having 2 teachers in
the classroom: one for 'citizenship education' and the other an English
teacher who interprets his/her colleague. The result is angry parents who
feel their children are losing their time at school, angry teachers who feel
the quality required is by no means achievable and pupils who cannot take
the subject seriously. It's a very subtle and effective way not to oppose
the implementation of the subject but to boycott it.
I don't have much time to explain more in detail, but this is it in short.
