It must be one of those EU directives that never happened, like the one
where there was supposed to be a ruling that bananas had to pass a
straightness test...

Apparently, the EU did issue a standard for bananas, covering things like
skin colour and condition - and shape. But it was to eliminate highly
distorted shapes indicative of viral infections.  Only one EU country had
pre-existing banana standards, so they adopted those for the whole EU,
pretty well unaltered.  That country? the UK of GB and NI.  So our papers
were ranting about us having our own standards imposed on us!



The language thing might have been similar, with a dodgy translation:
"fluent" or "competent" becoming "native", at the hands of somebody who was
none of the above!
