Could have been proto-Celtic, but with a non-Indo-European substrate. You

Author Peter Schrijver draws a parallel with what happened to the Hattic
language when the Hittites arrived. He shows how the syntaxis of Northern
Celtic, in contrast with Southern Celtic, suddenly became a lot more
complex, as a result of language contact with invading/occupying
Indo-Europeans. Very fascinating too how Schrijver explains how
pre-aspiration developed in Gaelic...goes a long way back! Accents due to
imperfect second-language acquisition are the actual triggers, he claims.
