Moscow Times and St Petersburg Time say Ukraine without the
definite article while all the Russian newspaper I have read
in Moscow and Petersburg to date say "na Ukraine".
  That may perhaps be one of the many reasons why Ukrainian
government intends to ban Russian newspapers. ("slander" is the
official pretext).
