Translation help

Dear SEELangentsy,

A translator friend is stumped by a seemingly slang usage of the word
"shlyapa":

Eto bespredel--ne prigovor, a shlyapa.

I have heard "shlyapa" used with meanings from the innocuous to the vulgar.
(My apologies in advance if it is the latter.)  Would anyone care to
comment on the above usage?
