Certainly an ethnic Georgian is rossiyanin, if (s)he is a citizen of the
Russian Federation. Correspondingly, ethnic Russians from Kazakhstan are not
rossiyane, since the term is related to civic, rather than ethnic,
understanding of nation. An article by Geoffrey Hosking in Ab Imperio 1-2000
