Strictly speaking, an "ofitsioz" is a mass-media agency that acts as
"government mouth-piece," like Xinhua in China.  An "offitsioz" may be
even technically independent from the government, but it always pushes
the "party line." "Offitsioz" is not a quality or a person.
"Offitsiozny" means "pertaining to such an agency," and therefore,
"pushing the party line, selling the system, pro-government."
