No, looks exactly like the speech. Even what was an aside in the speech
(about domik) is published in the text:
И, кстати, считал бы правильным отменить налог на имущество, переходящее в
порядке наследования. Потому что миллиардные состояния все равно где-то
запрятаны в оффшорах, они здесь не передаются по наследству. А какой-нибудь
садовый домик - за него надо заплатить такие деньги, которые часто человеку
не по карману.
