The simplest way, I think, is to install Czech
keyboard layout in Windows. It takes five seconds. The
Czech-Belarusan c^ and s^ with diacrtic marks are
under "3" and "4" on that Czech layout.
Unfortunately, there are very few users of Belarusan
Lacinka ( http://en.wikipedia.org/wiki/Lacinka ) so
Microsoft does not provide a special layout. ;(

devoted to Belarusan Lacinka and all the technical
issues related to that.
