 Thank you very much to all who helped me with the translation  of abbr. The problem is that these abbr. stand in the  head of the document and there's no  bound with the rest. The only one sure is the office which refers to the passports - MRV UMVS which could be  Department of the Ministry of Home Affair.
But the following  VPR  (could be Viddil pasportnoj registracii)  and have no idea what could be  MR UVS  which stands near the   VPR.
