Secret Police Acronyms

Can someone help me out with the following from a OGPU interrogation protocol from 1931. 

Гор. Ленинград ПП ОГПУ в ЛВО СПО к делу N 4246
(Gor. Leningrad PP OGPU v LVO SPO k delu 4246)

The problematic parts (for me) are PP, LVO and SPO.
