Hi Tony. LVO is definitely Leningrad Military DIstrict and SPO is
Секретно-политический
отдел (Secret Political Department). Based on
http://www.memo.ru/history/NKVD/kto/orgstru.htm
it looks as if PP is полномочные представительства (ponomochnye
predstavitel'stva), for which Lingvo gives the doubtful translation of
"quorum."
Looks like you and I are both immersed in the same gloomy period of Soviet
history.
