K. Dushenko's Slovar' sovremennyx citat (my edition dates from 2005, but there are others) is another useful source for identifying apocryphal quotations, including false Churchillisms.  As for Wayles Browne's quote about socialism, it sounds to me more like Saki (H.H. Munro) than Oscar Wilde.
