Mary,
I believe "critical languages" are defined by the Defense Department, and
vary depending on who is anticipated to be the object of DoD scrutiny, and
in which languages there is a short supply of government employees with
bilingual skills.  Kurdish for example might be a critical language these
days, especially since a bunch of the experts in both Kurdish language and
politics crashed and died just after Desert Storm.
Can't respond to the State of Illinois part of the question.
