Q: teacher evaluation protocols

I have a question that I a m hoping some list member(s) can help me with, 
regarding evaluation protocols for sign language teachers.

The French Ministry of Education (perhaps even the government as a whole) 
is apparently preparing to grant some form of official recognition for 
French Sign Language and representatives of the French Deaf community, who 
have a meeting with the Ministry May 9th, need to present them with some 
credible materials to begin to put in place a framework for use of the 
language in schools. In France  there are apparently no protocols for 
measuring or evaluating teachers' proficiency in and knowledge of the 
grammar of French Sign Language.

Is anyone on the list aware of such protocols that are used, perhaps as 
part of a teacher training programme in your country or at your 
institution, that could in principle be adapted to evaluating the 
linguistic competence of teachers in schools for Deaf children in France? 
If so, would you be able to send me relevant materials or at least 
describe them so I can forward the information to the people concerned? 
The pressing deadline for presenting *credible* proposals to the French 
government is May 9, so the faster I can forrward any useful information, 
the better.
