Thanks to Dan for his helpful exegesis of the Turkish spelling involved
here. But I must make a correction.
There IS NO SUCH THING as upper (or "8-bit") ASCII.

ASCII (pronounced "Ask-ee") An acronym for American Standard Code for
Information Exchange, ASCII is an international standard in which numbers,
letters, punctuation marks, symbols and control codes are assigned numbers

unadorned text without style or font specifications.
