FILL priority question + Other world cities lesson: Prague ;)

Hello, I have a question about priority of FILL in SW.

There are some hand-shapes which are SignWritten in the way, you have to
decide if you should orient your hand by FILL or by fingers.
For example Y-letter hand-shape. I can give you an example... Czech
capital city Prague.

These two signs are two variants of Prague:

1: closed fist shape

Praha

2: TEN hand-shape

Praha_2

There is one more variant of this sign which is the same, but with Y
hand-shape and I'm not sure if it should be 3a or 3b:
(Y hand-shape. Right hand palm-face orientation is left. Left hand
palm-face orientation is right. They are faced against each other. Thumb
aims up, little-finger aims down. Both hands move down)

3a: FILL has higher priority

Praha_4

3b: fingers have higher priority

Praha_3

My opinion is that 3a is the right one. But 3b shows exactly how fingers
are positioned. Thumb aims up, little-finger aims down.

I am not sure with ethymology of this sign, but I have heard two
possible origins... one is more funny, then true... you can see "hands
putting glasses of beer on the table" in the sign :)
The second meaning (and imho the right one) is that there is lot of
towers in Prague (many people call Prague the Hundred-tower Prague, but
actually here is more than 100 towers), so it means towers (but czech
sign for tower is signed differently).

I've found some nice pictures of Prague here: http://www.rum.cz/praha.htm
