See my more recent email for the corrected version of the sign: .

The palms face the floor plane but might be tilted slightly towards the left
wall - not really shown in the sign as the difference seems to be well
within the scope of individual variation.

If the movement was vertically downward it would mean "snow" but this would
also normally involve some fluttering of the fingers. Snow seems to vary a
bit with speed of execution as well as inflections to suggest the type of
snowfall. The hands might move a little from side to side as they move down,
the fingers might flutter but only gently. That's how it seems to me anyway.
