NISL for 11-19 - in SW

Well, I think the dot does matter. I think it depends on whether it is 
primarily an opening movement or a closing movement. ASL 11 is an 
opening movement so we use the white dot.  But something like the ASL 
sign for HUH? (

So it does really make a difference as far as the movements are  
concerned.
