Cat in the Hat 2 wrist flex versus rotation

  OK, this one confuses me.  My forearms are aimed half way between 
straight forward and parallel with the chest, but feel more straight 
forward to me, The movement feels like it is in the forearm, not in the 
wrist, to me.  How can I tell the difference?

I am so enjoying Cat in the Hat 2...smile...I decided to continue

This sign is not a Rotation, it should be a Wrist-Flex, as you can 
see in the attached...
