ha! Well, Adam, actually I understand what is going on here...
There is no question that your original rule makes perfect sense
related to the Position of Contact, when there are ARROWS relating to
the contact symbols, like this...and when the contact stars are
stacked to the side...(continued below)...

But what has happened is, that we oftentimes do not write arrows, and
over time, the arrows became unimportant to the scenario. Plus, in
our IMWA we do not have the possiblity to stack the two stars in an
automatic way...When there are no arrows, I was placing the double
contact underneath except for directly overhead...that is why Stuart
and my writing were different...but i think I was wrong, because
Stuart and you both instinctively feel Stuart's writing is
correct...so I think there is another way to word this rule...
The case to the side is the exception. When there are no arrows for
the movement to the side, we might be able to place the contact stars
underneath...
Perhaps either or will be ok to the side...
Let me try to write this new Spelling Rule with all its possible
points of view, and see what you all think later...
I can imagine that beginners on this List must be absolutely
overwhelmed by all this! But this is how our Spelling Rules were
developed...with long discussions with our DAC members...we have four
DAC members now and they are really helping us pin some things down!
