export/import buttons into signpuddle ?? question

As Val said, the export is for SignBank. It uses SBML, something I
created specifically for the task.
The Import automates the process of migrating SignPuddle 1.0
dictionaries to SignPuddle 1.5. It's not something for the average
user. It probably shouldn't be visible to the average user.
In the future, I am planning on improving the Import/Export features,
but for now I'm working on the new SignText and puddle merging.
