officially recognized sign languages

Hello all,
    I wonder if anyone has a current list of countries  which have officially 
recognized their signed languages as valid.
    I know there is a blog site that was mentioned a  while ago on this 
list...and I lost that letter. I am looking for that site or  any others with this 
information. Have contacted WFD and NAD. No news yet.
