[Sw-l] Formal SignWriting Internet Draft update

Hi SignWriting list,

There is a new revision ready for draft-slevinski-formal-signwriting.

Recently, I updated the query language of Formal SignWriting to include 
OR searching.
This was a compatible upgrade and I revised and expanded section 2.6

I added a section on the JavaScript packages.

I also updated the document source to xml2rfc version 3.
This updated allows for SVG and Unicode characters.
