Actually, it could be '*Theuda-'.  I think the form 'Theodoric' for
'Thiudareiks
is due to the similarity of Greek names beginning with 'Theo-', but
according
to Wright, some Gothic words containing 'iu' would have had 'eu' in
P Gmc.  But I've read his sections on these vowels a couple of times and
can't work out if this is true in the case of 'thiuda'.  If it is I suppose
my hypothetical P Gmc word would be '*Theudaiworda'.
