No, it is not the same thing. Tacitus writes about "suionum civitates".
As far as I know "sviar" is a 19th century translation which could mean
anything.

Yes, I have seen it. That is right. They were on the west side close to the
North Sea.

Östergötland close to where you find the 9th century "Rökstenen".
