"To say" in Gothic is qiþan (strong verb, 5th class).
The preterite conjugation is:

ik qaþ             wit qeþu     weis qeþum
þu qast            jut qeþuts   jus qeþuþ
is (si, ita) qaþ                eis (ijos, ija) qeþun
