In reality it was the Ostrogothic Kingdom in Italy,
the Visigothic Kingdom in Spain and the Lombard
Kingdom in northern Italy that created the stability
needed in the aftermath of the collapse of the West
Roman Empire.

Later Germany, France and England squabbled over
who was the successor of the empire, who was supposed
to be the last according to the interpretation of Nebucad-
nezzar's dream related in the Old Testament.

Germany's claim was the Holy Roman Empire, but
Germany soon fell out of the race especially after
the Thirty Year's War.

In France it was the monk of St. Gall who wrote,
calling on the dream, that a new statue had been
erected with a golden head in Frankenland.

Finally England stepped in with Richard de Bury, the
bishop of Durham, who celerbrated his native country
as the final empire.

While this squabbling was going on it was in fact
the Goths and Lombards that provided security on the
ground.
