As Patrick pointed out, these particular extra characters can be
generated with the standard Fasi and Urdu keyboards. But if you have
other Unicode characters which are not in any of the existing Windows
keyboards, you can set up your own keyboard layout with MS Keyboard
Layout Creator, see
