Toolbox definitely has its limitations but the two problems you mention
are not among them. You need to improve the setup of your database.

You should be using one of the MDF hierarchies for your database.
Assuming that then:

1) for the sorting problem go
Project -> Language Encodings... -> vernacular -> Modify... -> Sort
Orders -> Modify... -> Help and read the documentation

2) for the keyboarding problem
Project -> Language Encodings... -> vernacular -> Modify... -> Options
-> Keyboard    or Help and read the documentation
