Dear Francis,

It’s wonderful to see this – great that the Linguist List archives are restored (which I know took your sustained back-and-forthing to accomplish!) and so good to have this bibliography of Hal Schiffman’s published works. Many thanks to you and to Sara Clement.

The lasting impact of Hal Schiffman’s long-term interest and research in language policy is visible through this forum and his publications. I had first learned of Hal’s work when I started teaching my language policy in education seminar in 1987 and soon after found his working paper series out of the University of Washington, where he served as professor in Asian Languages from 1967-1995, Chair of the Department 1982-1987 and Director of the Language Center there 1994-1995.

Schiffman, H. F. (1990). The balance of power in multiglossic languages: Implications for language shift. University of Washington Language and Society Papers Series. Later published in International Journal of the Sociology of Language 103, 115-148 (1993).

Schiffman, H. F. (1990). Typologies of multilingualism and typologies of language policy: Incorporating register and repertoire. University of Washington Language and Society Papers Series. See also http://ccat.sas.upenn.edu/~haroldfs/popcult/handouts/register/regrep/node1.html

Schiffman, H. F. (1991). Swiss-German diglossia: Who holds the decision-making power? University of Washington Working Papers Series. Later published in Southwest Journal of Linguistics (10) 1 ? but I can’t find it – not digitized.

Schiffman, H. F. (1991). Resisting arrest in status planning: Structural and covert impediments to status change. University of Washington Language and Society Papers Series. Later published in Language and Communication 12(1), 1-15 (1992).

So I was thrilled when Hal became my colleague at Penn in 1995, as were my students in the following years including you 😊 Recruited by a Penn search committee including my colleague Professor Teresa Pica, Hal served as the first Director of Penn Language Center, which went from strength to strength and continues to thrive under the leadership of Professor Christina Frei and administrative director Lada Vassilieva http://plc.sas.upenn.edu/ . Hal was simultaneously appointed Luce Professor of Language Learning in the Department of South Asia Regional Studies at Penn.

Hal and I – and our mutual students in language policy – enjoyed many collaborations over the years, including the Consortium for Language Policy seminars and LgPolicy listserve which Hal initiated – and fittingly passed on to you https://clpp.umbc.edu/
https://lists.mail.umbc.edu/mailman/listinfo/lgpolicy
One of my favorite memories is the celebratory Joshua A. Fishman 80th Birthday Symposium, held at Penn Hillel on September 10, 2006, a full, lively and distinguished program of speakers, audience, and graduate students, and an event which you were key in helping to put together, including a lovely website which thankfully remains accessible today http://ccat.sas.upenn.edu/plc/clpp/fishman80/
Five of us colleagues, an informal ‘organizing committee’ for the Symposium, including Hal and me as well as Ofelia García at Teachers College at the time, Rakhmiel Peltz at Drexel University, and Martin Pütz at University of Koblenz-Landau, launched our two co-edited festschrift volumes in Fishman’s honor that day, with Multilingual Matters publishers Mike and Marjukka Grover also present, as I recall.

García, O., Peltz, R., & Schiffman, H. F. (2006). Language loyalty, continuity and change: Joshua A. Fishman’s contributions to international sociolinguistics. Multilingual Matters.
Hornberger, N. H., & Pütz, M. (Eds.). (2006). Language Loyalty, Language Planning, and Language Revitalization: Recent Writings and Reflections from Joshua A. Fishman. Multilingual Matters.

But I also savor with gratitude and deep appreciation the many informal and thought-provoking exchanges, conversations, emails, and seminars Hal and I shared together. Ever-inquisitive and encyclopedic in his knowledge, Hal was a gentle and courteous human being, a true scholar in every sense.

Thanks again for taking up and sustaining the CLPP mantle,

Nancy

I thought it would be fitting for the first substantive archived post on the updated version of Lgpolicy to recognize Hal Schiffman (1938-2022), the list founder who managed it for over 20 years. Below is a bibliography of his works compiled by UMBC TESOL alumna Sara Clement.
