I would think one consonant but two phonemes. What sort of English
dictionary is this (size apart)? In monolingual English dictionaries
produced in English-speaking countries it is sufficient to give the phonetic
transcription "j" because that's how we normally pronounce the letter. <<<<<

Well I'm using (since 25 years) :
A. S. Hornby, Oxford advanced learner's dictionary of current English,
1974, Oxford University Press, Third edition
1975, Fourth Impression,   xxvii + 1055 pp
So I get (with "z," for "z with a tail") page 463:
'dz,im 'kr at U    (U standing for a reversed omega) for Jim Crow
'dz,im at ni       for ji-miny
'dz,imi         for Jimmy, etc.
I presume it's time for me getting a new edition???
