Hello

It is more complicated than that:
The flemish language was the cultural language  in Flanders and the
Netherlands upto the 15th century. Dutch is with some other influences
born
out of that language( melted with Brabantish).So Dutch was the dialect
and
Flemish the language.
During the Spanish occupation, the decline of Flanders lead to the rise
of
the North-Netherlands. So Flemish became less and less important, and
Dutch
became the official language (even with the big influence of Flemish
emigrees).
Nowadays Flemish is regarded as a dialect and Dutch as a language, witch
is
historically not quiet correct.
