Subject: Help needed

In the "Niederdeutsche Grammatik," published under the auspices of the
Institut für Niederdeutsche Sprache in 1998, there is a very brief
description of the "Loccumer Richtlinien" for writing Niederdeutsch.  Can
someone point me to a fuller, detailed description of this writing system?
