(I don't know if "pamphlet" is more Scots than "leaflet", but it's the only
word I would use in Scots for that sort of thing.)

How about "barleyment" for "parliament"?  :)

In true parlamentaty style you could try:

Dear folk,

I am interestit in faurer speirins anent the Scottish Pairlament an
wud like ye tae send me a copy o "Makkin Yer Voice Heard in the
Scottish Pairlament" sae that I can be involved in the devolvit
Pairlament an mak ma voice heard an hae MSPs or committees
owerluik onie o my concerns or gie me facks aboot Acts.

Thanks for the help, Sandy and Andy!  And sorry about me having spaced out
Crìsdean's previously provided template.  (Another senior moment, I
suppose.)  Well, at least Crìsdean seems to understand and appreciate what I
was trying to accomplish, and thanks to your help we can now send our
requests in a variety of wordings.

Seriously though, I expect our efforts to request the brochures/leaflets in
Scots to have a positive result, if any.  It shows that there is interest in
Scots, that there are even non-Scottish learners of Scots, all over the
world.  This might have the effect of a slap on the shoulder: "Thanks for
the Scots version. Well done! And now carry on like this. We're watching."
Besides, it sends the message that the government can be addressed in Scots,
that doing so does not make the clerks' heads explode.

International attention can be very useful when it comes to policies
regarding minority and regional languages and cultures, because it sends
home the message that this is *not* an internal, regional matter but one
that the world watches.  If we speakers, students and enthusiasts of "minor"
languages help each other out in this way, we might be able to get something
accomplished in the long run.  I for one am solidly behind any solidly
founded effort of this sort.
