No, TJ (as people in the US call it) is not a special medical center.  Every
bordertown has doctors and dentists galore just over the border on the
Mexican side.  Likewise, in Mexico generally, one does not need a
prescription in order to buy pharmaceutical drugs (or any drugs for that
matter ;-)).  I haven't been to the border for a good while, but I
understand that people go to Mexico for medicine just like they go to Canada
for medicine.  In fact, re-importation of pharmaceuticals is a potent issue
in the Presidential election.

I used to get my eye glasses there.  They were considerably cheaper and just
a good.
