> Certainly. According to the American Heritage Dictionary (2nd College
> Edition, which is what I have at home - I know, I need to get a more
recent
> dictionary), "scotch" is defined, as a verb,
'To Scotch' someone's project or plan is to prevent it happening.
There is also an old noun "Scotcher" which was used to describe a large
wooden wedge attached to a long pole. On steep hills in olden times kids
would wait along coach routes to hold this under the rear wheels at the
critical point in the climb. One at the top of the hill passengers were
exopected to give largesse to the lad with the wedge. There was an account
of such a device in a school reader we had at primary school in Edinburgh.
