Johann Sebastian Bach seemed to think so too.
In his wonderful 'Peasant Cantata' he has his peasants end it with
(roughly translated) "Let us go to the Inn where the dudelsack
sounds, Hey Loorie, loorie, loorie, loorie, loorie ley.' Never came
across any real good Scots word for them, normally we just refer to
them as 'ra pipes'. There is a mediaeval Welsh poem in which the
writer describes how he was doing well in the seduction stakes when a
shepherd came over the hill playing a set, the girl was so upset she
ran away in terror. He refers to the instrument as a 'rattle bag' in
English translation.

I take it that's different from the following (from "Mer hahn en neue
Oberkeet," dialectal for Standard German _Wir haben eine neue Obrigkeit_
[We Have a New Government/Governor]):

   Wir gehn nun, wo der Dudelsack
   In unsrer Schenke brummt;
   Und rufen dabei fröhlich aus:
   Es lebe Dieskau und sein Haus,
   Ihm sei beschert,
   Was er begehrt,
   Und was er sich selbst wünschen mag!

My rough translation:

   We go where bagpipes
   Hum in our local inn,
   Joyfully exclaiming,
   "Long live Dieskau and his folks!
   May be given unto him
   All that he desires
   And all that he may wish himself!"

My question is if bagpipes were traditionally used in the Continental
Lowlands.  I remember seeing Flemish and Dutch renaissance art featuring
dancers and bagpipe players.  This seems to point into that direction.
Was this as a part of a Europe-wide spread or a temporary importation from
Walloon- and French-speaking areas, or perhaps a part of a westward spread
from Slavonic areas?  Are there any clues?
