I seem to remember reading that in the UK, they even had Derrick
lookalike contests in the 80s, but I haven't found any proof on the
Internet. There is a good Wikipedia article in English about Derrick
however, stating: "The series received enormous popularity and was aired
in more than 100 countries worldwide". (I have always found it stilted
and boring, but that's just me.)

As for Tatort, it is or was popular at least in Benelux, and according
to the Tatort Wikipedia article: "Tatort is currently (as of 2009) being
broadcast in the United States on the MHz Worldview channel under the
name "Scene of the Crime"."

For those who don't know it, it's a show with different teams of
detectives in different cities in Germany and Austria, in the rich
tradition of good German crime shows - usually way more psychological
and less action-oriented than US shows. Actually quite comparable to the
few British cop shows I know, like the Inspector Lynley mysteries or
"The gentle touch" (to get back to the 80s). Ah, TV in the good old days.
