Actually the bnp claims rights on the publications they have "in property".

I don't know whether this is general in French law, or a specific ruling for
bnp only.

I do know the "Koninklijke Bibliotheek" is Brussels has something similar
one has to sign. If it is not enacted law, it is then at least a contractual
agreement.The later is difficult to maintain as method when one publishes on
the web, since web viewers do not sign anything.
