Subject (I think  - still?) Lexicon

I have been reading a fascinating book about Queen Elizabeth 1st. In it the
author quotes a visiting ambassador by name of Paul Hentzner  ( a German?)
who says

" As (the Queen) went along.. she spoke very graciously, first to one and
then to another, whether foreign Ministers or those who attended for
different reasons, in English, French and Italian; for besides being skilled
in Greek, Latin and the languages I have mentioned, she is mistress of
Spanish, Scotch and Dutch."

My questions are :-

What do you think he meant by 'Scotch'? Lallans or Gaelic?

And what do you think was meant by Dutch? Is this just a convenient
translation to cover all languages from the Netherlands when this was
written in 1598 or was Dutch by this time a clearly defined language from
Flemish, Brabantish etc etc?

Or does it mean 'Deutsch' as in Pennsylvania Dutch?
